Bloomberg reported that the NASA alleged that a company in Portland, Oregon, called Sapa Profiles Inc. (hereinafter referred to as SPI), the company forged hundreds of customers including NASA and obtained thousands of aluminum parts certification in 19 years.
At present, SPI's parent company, Norwegian Hydro, has agreed to pay a fine of US$46 million to NASA, the US Department of Defense and other agencies for the incident.

In addition, in order to resolve fraud-related criminal charges and civil claims during the period 1996-2015, SPI was also confiscated with a $1.8 million profit from the company’s contract with a US government contractor, a test by SPI. The laboratory director also acknowledged the allegations and is currently serving his sentence and is also ordered to pay $170,000 in damages.

According to the US Department of Justice's settlement agreement, SPI began to manually tamper with the results of the aluminum component test in 1996. Since 2002, the company has also begun manual forgery of test records, the company's technical staff will also regularly increase the speed of the test machine, and cut samples in a way that does not meet the specifications. This non-compliance continued until 2015, when NASA had suspended all government contracts with SPI.

Defective parts caused two satellites to crash

It is reported that these defective components were used in the manufacturing process of the NASA Taurus XL, which was used to launch satellites for studying the Earth's climate during the 2009-2011 mission.

NASA said that the two satellite launch missions failed to be the 2009 orbital carbon observation satellites, which are designed to make the most accurate measurements of atmospheric carbon dioxide, and the 2011 Glory Earth Atmosphere Exploration Satellite, designed to help humans conduct climate research.

NASA said in a statement that the protective nose cones of the two Taurus rockets carrying the orbital carbon observation satellite and the Glory Earth Atmosphere Exploration Satellite were not separated according to the order, causing the rocket to be too heavy to reach the intended orbit. The last two The satellite returned to Earth vertically, announcing the mission failure.

NASA's launch service director Jim Norman said: "NASA relies on the entire supply chain. Although we will do our own testing, it is impossible to re-test each component in person. When the (component) test results have been tampered with, provide us with When the certifications are all wrong, the launch mission fails. Most importantly, we believe that US manufacturing colleagues can produce, test, and certify materials according to the standards we require. But obviously, our trust has been seriously betrayed."

Norman also added that years of research work has been lost due to these frauds.

Virginia Eastern District Attorney General Zachary Twelig also wrote: "Hydrud then provided false test results to hundreds of customers across the United States, all of which were designed to increase corporate profits and gain Yield based bonus."

Norwegian Hydro recognizes that the company's forged test results are related to the strength of the metal under pressure.

According to the data, Norwegian Hydro was founded in 1905. It is a Norwegian aluminum and renewable energy company headquartered in Oslo, Norway. It is currently one of the largest aluminum companies in the world.

The company has operations in about 50 countries and territories around the world. The Norwegian government owns a 34.3% stake in the company through the Ministry of Trade, Industry and Fisheries. The company currently employs approximately 35,000 people. In addition, Sapa Profiles (now renamed the Hydro Portland subsidiary) also acknowledged an allegation of email fraud and was banned from entering into any contract with the US federal government in the future.

Brian Benzkowski, assistant attorney general of the Criminal Department of the US Department of Justice, said in a statement on April 23: "Norwegian Hydro and personal greed make this targeted to government and other private clients. The fraudulent activity continues to occur, and the resolution requires that these companies be also responsible for the damage caused by their actions.” A spokesperson for the Norwegian Hydro company said that the case has been resolved and the company invested last week. "A lot of time and resources to thoroughly reform the internal quality and compliance organization."

In fact, it is not the first time that a US-based company like SPI has experienced such a scandal in manufacturing.
